The Safety Assessment as Tool for Global Compliance of Cosmetic Products and their Ingredients
Cosmetic science is a fascinating intersection of the disciplines of chemistry, physics, biology, physiology and psychology. Cosmetics regulatory affairs is the building block leading to the global markets, which at the same time has stimulated research in an amazing way. The safety assessment is using modules from all science fields and summarizes these into a scientific compliance document. The workshop organized by CONUSBAT is showing the approach laid down in the EU's Cosmetics Product Regulation, which is leading to a document accepted by regulatory authorities worldwide.

Dr. Bhavika Patel joins CONUSBAT
- she takes the position of Project Manager
Dr. Bhavika Patel was born and brought up in Gujarat, India's westernmost state. She received a doctorate degree in zoology with a specialization in aquatic eco-toxicology from the M. S. University of Baroda, India. During her research work, she gathered expertise in toxicity testing and risk assessment of chemical substances; and also published several scientific papers with internationally recognized journals. She gained further experience in the area of ‘Nanoparticles and Ecotoxicology’, where she developed and standardized the protocol for toxicity testing of nanomaterials on aquatic organism as well as acquired knowledge of REACH, CLP, GHS and IUCLID. Since 2013, Dr. Patel resides in Germany.

How European Cosmetics Legislation influences Regulatory Frameworks World-wide
New article written by Annelie Struessmann
The EU implemented a new regulatory framework for cosmetics, which clarified and extended a modular approach taken from the earlier directive and at the same time changed the legal procedure to direct validity over all Member States. Regulatory modules, including the safety assessment, notification, GMP, substance regulation, cosmetovigilance, etc., can be easily transferred into other countries’ legislation, which is wanted in view of more harmonized international requirements. It has successfully happened with the highest acceptance worldwide accounting to the element of substance regulation.

Meeting the CLP Deadline of June 1, 2015
CONUSBAT performs all services towards compliance with the re-classification deadline of June 1, 2015 and possesses 'Proof of Expertise' according to §5 (ChemProhReg/Chem VerbotsV).
The European Union’s adaptation of the Globally Harmonized System (GHS) is Regulation (EC) No. 1272/2008 (CLP) on classification, labeling and packaging of substances and mixtures which entered into force on January 20, 2009. Since December 1, 2010, CLP applied to all substances and a new deadline comes up on June 1, 2015. This is the day when the classification rules from CLP will become fully applicable for chemical mixtures. Also effective on June 1, 2015, the old Directives 67/548/EEC and 1999/45/EC will be repealed. All suppliers of cosmetic ingredients will have to comply with the CLP classification rules for their products.

After the ‘ICIS Surfactants Conference’ in Berlin
CONUSBAT on 'Surfactants in Cosmetic Products'
While key areas for surfactant application are detergents & household cleaners, most cosmetics contain surfactants as well, using their various functions. However, for cosmetics as well the biggest surfactant consumption applies to the cleaning function used mainly in personal care products.
Surfactants, as all ingredients for cosmetic products, have to comply with REACH & CLP. Therefore, we wish to remind about the upcoming deadlines for re-classification of mixtures under CLP (2015) and for the final registration under REACH (2018).

Safety Assessment for Cosmetics in Europe
Report about the In-Cosmetics workshop on March 29, 2011 in Milano
Starting January 11, 2012, the new notification requirements according to the Cosmetic Regulation (EC) No. 1223/2009 will become effective. All cosmetic products must be notified to a central European portal, including those that have already been notified under the provisions of the old legal framework, the Cosmetics Directive. With the notification, the Cosmetics Product Safety Report, containing the Safety Assessment, must be available in a written format according to the Regulation’s provisions in Annex I. The final deadline for the retroactive notification will be July 11, 2013.
The In-Cosmetics workshop provided an overview of the legal and scientific facts constituting the requirements to perform a safety assessment. Basic for the workshop’s approach was the EU Commission’s scientific committees ‘Notes of Guidance for the Testing of Cosmetic Ingredients and their Safety Evaluation’, in its 6th Revision from 2006 and in its 7th Edition, which was released in April 2011. Accordingly, defined as fundamental for the safety of cosmetic products is the safety of its ingredients. A two channel assessment approach for ingredients exists in Europe. Either they are officially evaluated and regulated in the annexes of the cosmetics’ frameworks or, applicable for all other ingredients, an individual evaluation is required and needs to be performed by safety assessors in the cosmetic companies. The new Cosmetics Regulation clearly defines in its Annex I the challenges for the individual safety assessment and requires also that the information and assessment results have to be available in a written format when notifying the products.

Safety Assessment for Cosmetics in Europe
An In-Cosmetics Workshop organized by CONUSBAT
A challenging topic, the assurance of compliance towards the safety assessment of cosmetic products as a consequence of the requirements from the new EU Cosmetics Regulation with a deadline of July 11, 2013, will be taken up by Annelie Struessmann and further experts from the industry.
This workshop will address and provide answers on all questions surrounding toxicological, dermatological, physico-chemical and microbiological requirements on cosmetic ingredients', incl. fragrances', and products' assessment, as well as include read-across and weight of evidence approaches. Also tackled will be the regulatory background, requirements towards notification, status on latest EU guidance updates, qualification and training needs for Safety Assessors as well as cooperation requirements during product development, etc.
It is a practical workshop providing an overview on all necessary steps of the safety assessment and directed towards all those responsible, safety assessors, product developers, ingredient and fragrance suppliers, as well as the decision makers in cosmetic- and ingredient companies.
